DOCET's terms of reference are to ensure that funds developed under section 63 of the act are used towards:

1. Maintaining and improving the quality of services optometrists provide to the public, both within and outside general optometric services.
2. Ensuring that optometrists keep up to dat with technological and scientific advances relevant to their services and to the public's needs.
3. To assist optometrists in acquiring the additional skills necessary to the development of eye care services.
